Valvira reports

BrewOS produces the alcohol manufacturer's reports filed with Valvira:

  • Delivery report: the wholesale delivery report monthly
  • Packaging report: packaged quantities in four-month periods

The reports can be found under Reports > Authorities. You can download the report as a text file or send it directly to Valvira's electronic service Allu (the alcohol trade register). The same section also has the Palpa monthly report, which is covered at the end of this guide.

The reporting obligation and deadlines are explained on Valvira's website valvira.fi.

Setting up the Allu connection

Electronic sending requires the API key of Allu's reporting interface.

  1. Sign in to Allu and open the page Asiakastiedot (customer details) from the top right menu. The Raportointirajapinnan apikey (reporting interface API key) can be found at the end of the page. It is about 36 characters long.
  2. In BrewOS, open Settings > Authorities and press the link set under Alcohol trade register Allu.
  3. Paste the key into the field and press Save change. Key status shows set.

If you change the key in Allu, also update the new key in BrewOS. You can remove the key by clearing the field and saving.

Without a key, the report pages show a prompt to set the key, and the Create electronic report button cannot be used. The text file can be downloaded even without a key.

Product numbers

Valvira identifies products by product number. BrewOS primarily uses the product's Valvira product number field and only if it is missing the product's EAN code. Multipacks are reported with the single product's identifier. Under Valvira reporting on the product page you can see which code the product is reported with and whether Valvira has accepted the code or reported it as unknown in an earlier report. See Products and EAN codes.

The product must be registered in Allu's product register with exactly the code with which BrewOS reports it. Otherwise Valvira rejects the row.

The product number is copied to the tax event when a shipment is marked as delivered, and the delivery report uses this copy. When you change the product's Valvira product number field, BrewOS also updates the new number on the product's tax events in the months whose delivery report has not yet been sent to Valvira, and tells you how many events were updated. The events of months already sent keep the old number. Likewise, when a product is given an EAN code, the code is added to those of the product's events that are missing a product number.

Delivery report

The delivery report is compiled from the tax account events, i.e. delivered shipments, export sales and customer returns. Only products with an alcohol content over 2.8 % are included. Tap sales are not included in the delivery report.

Licence number and ID code

Each row is reported either with the buyer's alcohol licence number or with Valvira's special sales ID code:

  • If the customer's delivery location has an alcohol licence number, the sale is reported for it. The price is reported only on these rows.
  • Shipments made as pick-up orders (retail sales) are reported for the licence saved on the Settings > Authorities page under Retail licence.
  • If the buyer has no licence, an ID code must be chosen for the shipment under Valvira reporting in the shipment (Choose special sales code). The shipment cannot be marked as delivered before the code has been chosen. An export customer's shipments automatically get the code 03 and the export country.

ID codes:

  • 01 medical use
  • 02 to a diplomatic mission
  • 03 for export (requires the export country)
  • 04 for tax-free sales
  • 05 to a vessel for provisioning
  • 06 to a free zone, customs office
  • 07 as communion wine

Checking the report

  1. Open Reports > Delivery report and choose the month.
  2. If the page shows a Missing data box, the period's tax events are missing details needed for the report: Product number/EAN, Quantity or, for a licensed customer, Price. Price rounds to zero means that the row's total price is under 50 cents, so it would be reported as zero euros. Press the row's Fix button. It opens the tax event, which you can correct. If necessary, also correct the product's details so that the error does not recur.
  3. Check the section Up-to-date data. The table has one row for each combination of licence number, ID code, country code and product number. The row shows the Quantity in whole litres, Euros in whole euros (only for licensed customers) and Events, i.e. the number of tax events combined. Quantities under one litre are rounded up to one litre. If customer returns exceed the sales on the same row, the quantity is shown as negative.

Sending to Allu

  1. Press Create electronic report. BrewOS generates the report from the up-to-date figures and saves it with the status awaiting sending. The button is shown only if the period has rows to report. Allu accepts only a positive litre quantity. Rows in which returns cancel out or exceed sales (quantity zero or negative) are therefore left out of the electronic report, and BrewOS tells you the number of rows left out. Settle such returns with Valvira if necessary.
  2. You can check and edit the report with the Open button (see the section Editing a report). The litre quantity of a delivery report row must be greater than zero.
  3. Press Send now. After a successful sending, the status is delivered to Valvira with the sending date. The Send now and Delete buttons are shown only when the Allu API key has been set.

If sending fails or Valvira rejects the report, the status is error in sending and the error message is shown below it. If the cause is an unknown product code, BrewOS shows the rejected codes and links to the products. Correct the product's code or register the product in Allu's product register, and then create a new report.

An unsent report can be deleted with the Delete button. A sent report cannot be deleted or edited. If you create a new report and send it, it replaces the period's earlier reports at Valvira.

Text file

Download as text file downloads the period's data in Valvira's text file format (toimitusilmoitusVVVVKK.txt) if you want to submit the report some other way. The file begins with the company's Business ID, so save it under Settings > Company details.

Packaging report

The packaging report tells how much alcoholic beverage has been packaged. It is calculated from the batches recorded into stock and not from the tax account. There are three periods a year: January-April, May-August and September-December.

What goes into the report

The report counts batches that

  • were recorded during the period into a warehouse that has a Valvira ID
  • are valid (the batches have not been deleted)
  • are marked under Packaging report with the option Include this batch in the packaging report
  • are products with an alcohol content over 2.8 %.

Production batches' packaging is included by default. Batches created in the receiving warehouse in stock transfers are not included, because the products were already reported when packaged. You can change the choice for a single batch on the batch's page in the warehouse (see Warehouses).

Underfills are reported with the product number of the normal product of the same beverage and package. Tap sale tax events are also counted in packaging. They are reported with the ID of the account's warehouse that has a Valvira ID. If there are several such warehouses, BrewOS uses one of them.

Important: Warehouses without a Valvira ID are left out of the report. If a warehouse is missing a Valvira ID, the batches recorded into it are not counted in the report at all. Save the ID that Valvira has issued for the warehouse in the warehouse settings in the Valvira field (see Warehouses). BrewOS warns about a missing ID on the report page, but only if reportable batches have been recorded into that warehouse during the period.

Checking the report

  1. Open Reports > Packaging report and choose the period. The last nine periods are available.
  2. If the page shows a Missing data box:
    • products that have neither an EAN code nor a Valvira product number are missing a product number. Press Fix and add a code for the product.
    • for warehouses without a Valvira business location ID, the quantity would go unreported. Press Set business location ID and save the ID in the warehouse settings.
  3. Check the section Up-to-date data. The table shows the Business location (the warehouse's Valvira ID), Product number, Packaged quantity in whole litres and Events.

Sending to Allu

The packaging report is filed per business location. When you press Create electronic report, BrewOS creates a separate report for each Valvira ID. The Business location column of the list of reports shows which ID the report concerns. The litres are sent to three decimal places.

Send each report with the Send now button. Statuses, editing and deleting work the same way as for the delivery report.

Download as text file downloads the period's data in Valvira's text file format (astiointiVVVVK.txt).

Editing a report before sending

The content of a created report can be edited before sending, for example if you want to delete or correct a single row.

  1. Press Open in the list of reports.
  2. The page shows the report's basic details (customer ID, period and, in the packaging report, the licence number) and the rows.
  3. Edit the row's fields. In the delivery report they are the licence number, ID code, country code, product code, litre quantity and sales price, and in the packaging report the product code and litre quantity. You can delete a row with the Delete button.
  4. Press Save changes. The list of reports then shows when the content was edited.
  5. Return to the report page with the Close button and send the report.

The edit applies only to this saved report. The data in BrewOS (tax account, stock batches) does not change, so a new report is again generated from the original data. If the error is in the BrewOS data, preferably correct it at the source and create a new report.

The content of a sent report or one that ended in an error can be viewed (in the delivery report with the Show content button), but it cannot be edited.

Palpa report

Reports > Palpa report compiles the month's shipments as unit quantities for reporting to Palpa's system. BrewOS does not send anything to Palpa; you enter the figures in Palpa's service yourself.

  1. Open the Palpa report. The list has the 12 most recent months with delivered shipments, and the number of shipments in each month.
  2. Open a month by clicking it.
  3. Choose the customers and products to report. Among the customers there is also a row Stock removals, which has the month's stock removals. With the buttons Remove all and Select all you can remove or add all choices at once, and with the package-type buttons, for example, all products of the same package type.
  4. The summary table (Product, EAN, Pieces) updates according to the choices. Enter the unit quantities in Palpa's service.

Marking Palpa membership on the Settings > Authorities page does not affect this report.
